SACRAMENTO — November 7, 2026. Sacramento Police Department has introduced a Blue Envelope Program to help officers and people with disabilities or certain conditions communicate more clearly during police encounters.
How the program works. A participant may present an identifiable blue envelope containing a driver’s license, vehicle registration, proof of insurance and emergency contact details. Other available items include lanyards, keychains, bracelets and stickers. The program is aimed at people who may benefit from accommodations, including some individuals with autism, dementia or anxiety.
Completely voluntary and free. Police say there is no registration or participant database. Materials are available at Police Headquarters, 5770 Freeport Boulevard, or the Richards Police Facility, 300 Richards Boulevard, with advance arrangements at 916-808-4500 for the latter location.
Important limit. Displaying an envelope does not guarantee a particular outcome in an encounter or waive ordinary legal requirements. The aim is to communicate possible needs to officers so they can adjust how they explain instructions and allow for responses. Residents can check the city’s program page for current pickup hours.
